This was a seminar paper, prepared for the University of the Witwatersrand, in June 1986, just before I was rearrested for a further 27 months. I did not see the paper again until earlier this year when Daryl Glaser found a copy for me. It has got data on popular power and popular justice that may not be found elsewhere. Although I would not necessarily phrase everything as I did, most of the explanations may stand the test of time. At any rate, it may be useful as a source from someone who was close to the scene and was both a scholar and detained in connection with advocating popular power.
