This article, like the other reports, with the support of criminologists on increasing community frustration with rampant crime and ineffective policing that leads them to take the law into their own hands. This discourse has a lot of dangers in that one needs to locate the precise reasons why policing is ineffective, and not simply conclude that the police are soft on crime and that what is needed is toughness, and high tolerance of illegal responses. What are the facilities for policing, the mobility of police and their resources in the area, how are the communities living, which makes them more vulnerable than if their living conditions were different?
