The announced appointment and withdrawal of the appointment of the Gauteng police commissioner within hours in one day, testifies to the level of dysfunctionality in the Jacob Zuma- led state.  Clearly the scrambling to find loyalists (not cadre deployment per se, but people loyal to the faction within the ANC who owe most to and are most fervent in support of Jacob Zuma, whatever his extensive weaknesses may be) to fill positions is starting to effect the functioning of the state in a more serious way than is generally conceded.  That General Phiyega remains Commissioner of Police or was ever appointed in the first place is further testimony of the erosion of state capacity to function effectively and within the norms of our constitution
